About the project

The project involved the preparation of the 2024 Annual Report on Official Development Assistance by Local Governments, a key tool for analysis, transparency, and accountability within Spain’s decentralized development cooperation system. Drawing on data from the Local Public Cooperation Platform and FEMP’s Local ODA statistical database, the report provides a comprehensive analysis of territorial, sectoral, and financial trends, offering strategic insights into the role of local governments in international development cooperation. The final output was a professionally edited, data-driven publication designed for public dissemination.

Challenge

Local governments’ development cooperation is a key component of the international engagement of territories. However, its contribution requires robust analytical tools to make it visible, accessible, and useful for decision-making. The challenge was to transform a comprehensive dataset on projects, sectors, funding instruments, geographic focus, and financial disbursements into a clear, comparable report that strengthens transparency and highlights the value of local governments’ development cooperation.

Approach

PHARE supported the analysis, systematization, and interpretation of local ODA data for the 2024 reporting period. The work combined document review, data validation and classification, territorial, sectoral, and financial analysis, the identification of multi-year trends, and the development of data visualizations. This approach transformed complex datasets into actionable insights, combining rigorous analysis with an accessible narrative for institutional use and public dissemination.

Impact

The report strengthened the information and accountability framework for local development cooperation by providing an up-to-date assessment of the contribution of Spanish local governments to international development cooperation. It also provided FEMP and local authorities with a key reference tool to communicate results, identify emerging trends, inform strategic priorities, and reinforce the strategic positioning of local governments’ development cooperation.
