Lina Gast is an architect and anthropologist with master’s degrees in Strategic Urban Planning and International Cooperation. Her work lies at the intersection of sustainable urban development, decentralized cooperation, public-sector innovation, and city-to-city learning. She has more than fifteen years of experience designing, coordinating, and systematizing international projects aimed at strengthening local public policies, territorial planning, peacebuilding, and the localization of global agendas.
At PHARE – Global Territories, she has coordinated the Urban Agenda for Peace and Non-Violence, supporting territorial dialogue, public policy formulation, and peer-learning processes among local governments across Latin America. She has also led consultancy projects for the Spanish Federation of Municipalities and Provinces (FEMP) on decentralized cooperation and local Official Development Assistance, as well as strategic analyses for projects focused on urban innovation, water resilience, and territorial governance.
She has worked with organizations including UCLG, Metropolis, ICMPD, Bantu Design & Research, PIFCSS, and local governments across Europe, Africa, and Latin America. From 2014 to 2019, she served as Programme Officer at the UCLG World Secretariat, where she developed the organization’s learning agenda and coordinated city-to-city exchanges on public space, local economic development, the Sustainable Development Goals, and urban planning.
She currently serves as Strategic Planning and Monitoring Coordinator at PHARE – Global Territories and combines her professional practice with teaching as an adjunct lecturer in the Master’s Degree in City and Urbanism at the Universitat Oberta de Catalunya.
