Challenge

Many of the challenges associated with sustainable development in Latin America have a strong territorial dimension. However, national institutions often lack clear methodologies for designing and implementing public policies that reflect the realities, needs, and potential of different territories. This disconnect between the national and local levels limits policy effectiveness and reinforces territorial, gender, and social inequalities. In response, EUROsociAL+ identified the territorialization of public policies as a strategic priority.

Approach

The project developed the Public Policy Territorialization Model (PPTM), a methodology structured around four phases—territorial diagnosis, planning, implementation, and evaluation—and aligned with the 2030 Agenda. The model is grounded in the principles of integrated approaches, inclusiveness, multilevel governance, and gender equality. It includes practical examples from Chile, Colombia, Costa Rica, Uruguay, Panama, Ecuador, and Argentina, as well as a set of 12 indicators to assess the degree of territorialization within executive branch institutions. The work was complemented by knowledge-sharing and capacity-building sessions with public institutions across Latin America.

Impact

The guide has become a key reference resource within the EUROsociAL+ programme for supporting public policy territorialization processes across Latin America and is available to public institutions throughout the region. The knowledge-sharing sessions fostered technical dialogue between European and Latin American institutions and contributed to the programme’s broader knowledge management strategy.
