About the project

Strengthen the governance of the State of Campeche’s internationalization strategy through a model that promotes multilevel and multi-stakeholder coordination. The project addresses the current operational limitations of the International Relations and Cooperation Unit, which lacks legal status, its own budget, and the authority to coordinate across government departments. The proposed model aims to provide greater institutionalization, sustainability, efficiency, and inclusiveness to the state’s international action, ensuring its continuity beyond changes in government.

Challenge

The Government of Campeche has engaged in international cooperation with a range of countries and international organizations, although these efforts have been largely reactive and sporadic, limiting their overall impact. The Campeche State Development Plan 2021–2027 identifies international engagement as a driver of development and global positioning. The state benefits from strategic assets—including its natural and cultural heritage, economic diversity, and geographic location—that enhance its international profile. In this context, a strategic framework is needed to provide coherence, continuity, and institutional legitimacy to international action as a public policy.

Approach

A participatory process was undertaken to develop a sustainable internationalization strategy for Campeche, grounded in a long-term vision and a cross-cutting public policy approach aimed at strengthening the state’s international engagement while contributing to local development and well-being. The process was carried out in two phases: an initial diagnostic and evidence-gathering stage involving territorial stakeholders through the dIálogos para la internacionalización methodology (156 participants), followed by the design and launch of the internationalization strategy.

Impact

Campeche now has a roadmap to strengthen the governance of its international engagement, structured around three progressive levels of institutionalization. The proposed model provides a gradual and flexible pathway to enhance coordination, long-term sustainability, and access to international cooperation and investment opportunities through governance arrangements aligned with the state government’s priorities and institutional capacities.
