Agust\u00ed Fern\u00e1ndez de Losada has served as Secretary for Foreign Action of the Government of Catalonia and the European Union since September 2024. He is a specialist in urban and territorial governance, decentralized international cooperation, and the international relations of cities and subnational governments, with more than 25 years of professional experience.<\/p>\n\n\n\n
Prior to his current appointment, he was a Senior Research Fellow and Director of the Global Cities Programme at CIDOB (Barcelona Centre for International Affairs), a founding partner of PHARE \u2013 Global Territories, and a senior consultant specializing in decentralization, urban public policies, and global agendas. He is also an Associate Professor in the Bachelor\u2019s Degree in International Relations at Blanquerna \u2013 Universitat Ramon Llull, teaches on the international relations of global cities at IBEI (Barcelona Institute of International Studies), serves as an Urban Adviser to Cities Alliance, and is a territorial governance expert for the EUROsociAL+ Programme.<\/p>\n\n\n\n
His previous positions include Director of Studies at Tornos Abogados (2013\u20132019), Director of the Barcelona Centre for Territorial Studies (2012\u20132013), Director of International Relations at the Barcelona Provincial Council (2000\u20132012), promoter of the EU\u2013Latin America Observatory on Decentralized Cooperation, and Coordinator of the European Commission\u2019s URB-AL III Programme. He has also worked with international organizations including the United Nations Development Programme (UNDP), the Organisation for Economic Co-operation and Development (OECD), the United Nations Department of Economic and Social Affairs (UN DESA), and the Ibero-American General Secretariat (SEGIB).<\/p>\n\n\n\n
He holds a Law degree and a Master\u2019s degree in European Studies from the Autonomous University of Barcelona (UAB), as well as a diploma in Public Management from ESADE. He is the author of numerous books, studies, and scholarly articles on governance, international cooperation, and public policy.<\/p>\n\n\n\n
